Pay to park by mobile in Epping Forest

 31st Mar 2010

It is now possible to pay to park in Epping Forest District Council's Car Parks, even if you have no change available as the cashless payment system, RingGo, is now in operation across the district.  Payment can be made by phone, using a debit or credit card.

Parking Manager Paul Blamey said:  "Bringing in this additional payment system is just another example of how we are trying to make parking enforcement easy and more transparent for motorists. Our Officers always give people the opportunity to go and get change if needed but the 'RingGo' system gives drivers more options. This new system is especially convenient for those who might frequently use Council car parks or on street bays. By giving more options to the motorists we can improve the service they receive."

Paul Blamey went on to say:  "As well as not having to hunt for loose change, motorists can be safe in the knowledge that they can extend their stay if necessary without going back to the car park.  Of course, we'll continue to take cash payments but 'RingGo' gives extra convenience and choice to the motorist.  In addition the motorist will only pay for the length of time they park as they won't overpay due to lack of the correct money to insert into the machine."

After parking, motorists simply dial the local rate number 01992 870873, which is shown on the pay and display machines.  Users will need to provide the location code, also shown on signs, their car registration number and the length of time they want to park.  Payment will then be taken from their debit/credit card.

First-time users will need to give full details of the payment card they use but the next time they use the service, they will only need to provide the three digit security code, as the state-of-the-art technology is able to identify the mobile phone that is being used.

Using the service costs a flat rate of 20 pence on top of the normal parking tariff.  No parking tickets are issued as Civil Enforcement Officers can check which vehicles have paid using 'RingGo'.  Motorists can also extend their stay by mobile phone without having to go back to the car park and feed the cash machine and without running the risk of getting a Penalty Charge Notice.  There is no charge for registering with RingGo and no charge for the PIN confirmation text when you set up your account.  If you wish to receive a text confirmation of your parking session or a reminder when your parking session is about to run out, there is an additional 10p charge per text for these options.
